Charles R. Cohen

Charles Cohen is a partner in the firm’s Phoenix office. He is an insurance regulatory specialist, having had a distinguished career as a public lawyer and public official in Arizona insurance regulation prior to joining the firm. He served as an Assistant Attorney General from 1987 to 1992, serving as counsel to the Arizona Department of Insurance and the State Banking Department. He joined the Department of Insurance in 1992 as Assistant Deputy

Receiver. From 1993 to 1995 he served as Executive Assistant Director for Legal Affairs. From 1995 to 1998, he served as the agency’s Deputy Director. He then served as Arizona Director of Insurance from 1998 to 2003 under two consecutive gubernatorial appointments. Since 2004, he has practiced law primarily in the areas of insurance industry regulation and business, administrative law, and captive insurance formations and business. He also provides expert consulting and witness services in appropriate matters.

Mr. Cohen’s practice includes all aspects of insurance regulation, including market conduct examinations and compliance, rate and policy form matters, corporate and financial transactions, reinsurance approvals and disputes, state health insurance compliance, insurer and insurance professional licensing, insurance producer investigations and disciplinary matters, insurance fraud investigations, and captive insurer formation, licensing and business.

Mr. Cohen serves as a member of the Board of Directors of the Arizona Captive Insurance Association. He has participated as a speaker at numerous seminars and educational events regarding various insurance regulation topics.
